Abstract
The Bureau of Industrial Environmental Technology (BIET), Department of Industrial Works (DIW) of the Ministry of Industry had implemented the project "Prevention and Control of Industrial Air Pollution" during 2000-2003. The project, supported by GTZ, focused on measures to stimulate the industry to apply on appropriate technology to minimize industrial air pollution and to enhance the efficiency and competitiveness. The strategy for the implementation comprised among others of (i) the establishment of Technical Guidelines for selected industrial sectors, (ii) setting up the emission standards and monitoring guidelines, (iii) implementation of Environmental Management Systems (EMS), (iv) registration system and training for industrial environmental supervisors, and (v) initiation of public participation and establishment of an environmental information and complaint system. An approach of participation of all stakeholders built the basis for the jointly implementation of the above strategy. The legal framework for efficiently implementing the market-based instruments i.e economic instruments and incentives had also been studied and discussed with all stakeholders. As intended, Thai industries are increasingly using environmentally friendly technologies as well as measures to reduce air pollution. The success of the project initiated several projects within DIW to introduce environmental sound production processes and Cleaner Technology in small and medium scale industry (SMEs).
