Abstract
In this paper, China’s endeavor to adopt emission trading in its SO2 control policy is presented. The preferences of different stakeholders involved are analyzed. Through numerous surveys and direct interviews, which were conducted at both national workshops and training sessions and covered respondents from a large variety of regions and occupations, the paper compares the survey results of respondents with different characteristics, and draws the observation that their attitudes toward SO2 control and emission trading are largely affected by economic development levels and SO2 reduction pressures at their local regions.
Respondents from SO2 control regions and more economically developed regions have a more significantly higher level acceptance than their peers from other regions. Non-EPB respondents have more confidence and present more favorable attitudes toward the pilot of emission trading in SO2 control. In accordance with the results, this paper raises some suggestions to put emission trading policy forward in China.
