AIR QUALITY IMPROVEMENT ANALYSIS BY NEW EMISSION STANDARD OF VEHICLES

ABSTRACT

This paper describes the initial analysis to evaluate impact of implementation of new emission standard of vehicles as stated in the state minister of environmental decree no 141/2003 to the ambient air quality. The ministerial decree is stipulated in an effort to reduce emission load from mobile sources. This new emission standard will be enacted into three phase and phase 1 effectively come into force by January 2005 for new type motor vehicles and fully implemented for all categories of new type and current production vehicles in January 2007. Simulation by a timeseries model and spatial analysis were used to help the future air quality improvement analysis in Jakarta city. Simulation was also done for the emission load from major roads in the center of Jakarta city. In the long term, implementation of new vehicles emission standard will reduce emission load from mobile sources significantly for parameter that related with emission from gasoline type vehicles. On the other hand, new vehicle standard give no significant impact for parameter related with emission from diesel type vehicles. To speed up emission reduction from automobiles sources, Implementation of new vehicle standard must be supported by improvement of fuel quality and followed by implementation of others policies simulataneously .
