BETTER AIR QUALITY MANAGEMENT IN LIAONING PROVINCE, CHINA

ABSTRACT

Liaoning, located in Northeast Asia, is one developed industry province in China. Due to the huge coal consumption-about 80 million ton annually, the urban air pollution is characterized by coal smoking, its major pollutants are particulate and sulfur dioxide. Now there are 47500 large and small boilers, industrial furnaces and kilns in Liaoning and over 10000 chimneys less than 20 meters, which usually located in residential area for winter heating, aggravates ground level air pollution. For decade, the provincial and municipal governments focus their efforts to increase the environmental investment and implement various measures to abate the urban air pollution. Since 1990, concentration of major pollutants like TSP, SO2, and dustfall in all 14 cities in Liaoning are declining, urban air quality is turning to positive direction. In 2003, air quality in 7 cities in Liaoning can meet the national class ‡U standard (residential region air quality standard), the air quality is improved obviously. When we are fighting to the coal combustion pollution and have archived the significant progress, the vehicles exhaust gas pollution is becoming worse in large cities following the fast increase of vehicles recent years. In 2003, the total vehicles in Liaoning is over 2.6 million, the growth rate is 18% annually. So when the strategic clean air targets have been prepared for 2010 and 2020 in Liaoning, the strict measures will be programmed to control the vehicles pollution.
