PROPOSED IMPLEMENTATION OF INSPECTION AND MAINTENANCE PROGRAM IN THE BIGGER CITIES OF INDONESIA

ABSTRACT

Vehicle population rate has strongly increased for the last ten years; it was an indicator for better economic performance in Indonesia. The effect will bad to air pollution in the cities are people for lives such as human health and environment. The infrastructure demand for transportation has not balance way tovehicle population increase. This means that air pollution will increase. The present status of roadside test namely spot check activity are gasoline engine 63.8 % for 1131 vehicles and diesel engine 39.9 % for 903 vehicles passed for standard vehicle exhaust emission for regulation Ministry of Environmental No.35/1993. Pollution emission gases for vehicles depended are engine technology, fuel quality, transportation management as well as inspection and maintenance. The implementations program for inspection and maintenance in Indonesia depended government policy, willingness, and economic. Proposed step wise implementation willraise public awareness for health impact, new government and parliament policy, law and regulations reform, test facility and human resources, private participations and law enforcement. Promote center for emission test facility for the specific area has to support other big cities in Indonesia. The Center for Emission Testing (CET) established for reference facility and capable quality control and quality assurance. And other functions center for emission test should be economic it’s self. The center for emission test facility priority for biggest cities such as Bandung, Yogyakarta, Surabaya, Samarinda, Medan, Makassar, Batam and Denpasar (Bali). The finally inspection and maintenance program should be successfully, the air pollution can be reduced vehicles exhaust emission.
