PROPOSED EMISSION STANDARD FOR IN USED VEHICLES IN INDONESIA

ABSTRACT

The Minister of Environment promulgated Decree No. 35/1993 on motor vehicle exhaust emission standard, that stimulates the permissible limits of CO, HC and black smoke as polluted matters emitted from vehicles. The standard was applied to both type approval and in used vehicles. Unfortunately the standard does not mention emission standard procedures and is not suitable for the current Indonesian environmental condition anymore. MOE carried out an emission survey for in-used vehicles in 3 big cities in Indonesia in preparation to revise existing regulation for in-used vehicles. The activities consist of vehicle exhaust emissions measurement (before and after service) and public survey. As a result the emission test failed to the existing regulation by 60%. The study found that most of the emissions produce were due to engine modification by the vehicle owners, lack of quality system (QA/QC) of the workshops no existing, no emission test procedure and equipment especially for motorcycles. From public survey to 720 revealed that around 90% respondents supported regular check for private-owned vehicles. The proposed emission standard for in used vehicles in Indonesia also considered vehicle age and technology.
