Consultation drafts of the full report were discussed in workshops in Bangkok, Thailand, in June 2003; Rio de Janeiro, Brazil, in December 2003; and Washington, D.C., in January 2004. A Web-based consultation was conducted in March and April of 2004. Comments were received from national and international nongovernmental organizations, academics, industry, and governments.
