Action plan on strengthening vehicle inspection and maintenance in Chongqing, People's Republic of China
This document outlines elements of an Action Plan to reduce vehicle emissions using IM and other means.

Scope and objectives

This Action Plan will focus on strengthening vehicle inspection and maintenance (IM) in Chongqing. Located in southwest China, Chongqing is the fourth municipality directly under the supervision of the Central Government.

Chongqing is one of four municipalities directly administered by the Central Government of the People’s Republic of China.

For many years, Chongqing’s main air pollution problem was caused by sulfur dioxide (SO2), primarily from coal burning. However, air quality monitoring data revealed that average nitrogen oxide (NOx) concentrations have doubled in the past five years, an indication that vehicle emissions have increased rapidly during this period.

To improve Chongqing’s inspection and maintenance capability, a multi-sectoral action plan group (MAPG) was established at the start of this Regional Technical Assistance project. Members consisted of local and national government agencies, academic institutions, and representatives from inspection stations, the auto service industry, and public transport companies. The MAPG met regularly to discuss the proposed action plan; members who came from outside Chongqing were also able to share their experiences and gain from the process.

The Multi-sector Action Plan Group (MAPG) will assist in the formulation and implementation of this action plan. MAPG was set-up at the beginning of this project.

MAPG members:

  • Government agencies on both national and local levels

    1. National: State Environmental Protection Administration (SEPA)
      Local:Chongqing Environmental Protection Bureau (CEPB)
      • Responsible for setting up IM regulations and emission standards
      • Exercises unified supervision and administration
    2. National: Ministry of Public Security of China
      Local: Chongqing Public Security Bureau
      • Responsible for new vehicle registrations, vehicle safety annual inspections, and roadside emission inspections
    3. National: Ministry of Communications of China (MOC)
      Local: Chongqing Road Transportation Management Bureau (RTMB)
      • Responsible for the administration of the vehicle repair industry, and administration of commercial vehicle licenses
  • Academic institutions conducting national and local projects, including Tsinghua University, Chinese Research Environmental Academy of Sciences, and Chongqing Communications University
  • Representatives from inspection stations, the auto service industry, and public transportation companies

MAPG members meet several times to discuss the action plan and to give inputs to the proposed IM program.

1. Review of Current Situation

  • Chongqing motor vehicle population, fleet composition and technical specifications
  • Ambient air quality in Chongqing and major air pollution problems
  • Status of vehicle pollution
  • Current IM system
    • Emission testing standards and methods used in annual vehicle inspections, roadside inspections, and commercial vehicle testing
    • Capacity (equipment and manpower) for IM activities
    • Analysis of test results over the last few years
  • Review IM quality control and administration

2. Action Plan on Strengthening the IM Program

  • More differentiation in standards among in-use vehicles of different ages and technical specifications
  • Future IM system, including annual inspection, roadside testing and special testing of commercial vehicles
  • Specification of equipment requirements for IM testing
  • Clarification of the responsibility and specific roles played by different institutions in future IM programs
  • Capacity building (additional manpower or training)
  • Strengthening quality control and administration on inspection and maintenance
  • Improving IM data management
