| The CAI-Asia 2004 Business Plan was formulated with the valuable inputs of the Coordinating Council and the Executive Council. Coordinating Council members provided suggestions, ideas, and comments, which were integrated in a draft Business Plan for 2004. The Executive Council reviewed the draft 2004 Business Plan before its circulation to the membership at large. The Business Plan was then presented to and discussed by the General Assembly on 16 December 2003.

| In 2003, CAI-Asia intensified its efforts to work with members who joined in 2002 to ensure that they realize the benefits of the Initiative. The Executive Council (ExCo) was established and the Coordinating Council (CoCo) was expanded to include development agencies that have signed up as CAI-Asia members. The Business Plan was presented and approved during BAQ 2002.
