Oil Industry Dialogue for Cleaner Fuels in Asia
CAI-Asia launched a Dialogue for Cleaner Fuels in Asia with 12 major regional and national oil companies. The oil companies announced their commitment to the dialogue by endorsing the Singapore Statement which establishes the dialogue process, reflecting the significance attached by the major oil companies in Asia to environmental stewardship in their operations.

Twelve oil companies met with representatives of the Clean Air Initiative for Asian Cities (CAI-Asia) in Singapore on 21 July 2003 to launch the Oil Industry- CAI-Asia Dialogue on Cleaner Fuels in Asia (the Dialogue). The "Singapore Statement" was formally approved at the meeting (read press release).

The companies present in the meeting embraced the request by CAI-Asia to take on a more pro-active role in the conduct of the Dialogue. They decided to establish a working group which would have the task formulating a detailed proposal on

  • objectives of the Dialogue
  • deliverables of the Dialogue
  • resources required to be allocated by the oil companies and CAI-Asia in support of the Dialogue
  • time frame for the Dialogue
  • governance structure of the Dialogue
  • how the Dialogue would interact with other initiatives on cleaner fuels and clean air in Asia

The Working Group consists of representatives from Shell, ChevronTexaco, ExxonMobil, Petron Corporation, Pakistan State Oil and Indian Oil Corporation. Other oil companies who are already part of the Dialogue process or companies joining the Dialogue process can join the working group by informing the CAI-Asia Secretariat, who will inform the existing Working Group members. Following the July 21 launch meeting, the Working Group selected Leon Halliburton of Shell and Ziyad Al-Shiha of Petron as co-chairs of the Working Group.

CAI-Asia is developing briefing papers in support of this dialogue focusing on the impacts of fuels on vehicle emissions, producing cleaner fuels, and on the role of tax incentives, subsidies and pricing in the introduction of cleaner fuels in Asia. This presentation provides a background on the scope of these briefing papers as well as the next steps to be undertaken in the continuation of the Dialogue.
