Abstract
For more than twelve years, the Sri Lanka is discussing and planning to implement a Motor Vehicle Emission Control Program (MVECP) by implementing the vehicle emission standards which was finalized with a comprehensive research, tailoring to the match with local condition and its affordability. Further, this program has been developed to achieve the clear social goal of cleaner local air for breathing. It was found to be that analysis of land transport sector vehicle emissions level and its social and economic impact on the community does not reflect by the political decision as political authorities and decisions makers in most developing countries grabbing the limited resources available with them. The brief description of the history and the proposed Vehicle Emission Testing (VET) Program and all economic and political variables identified within the introduction of this paper.
Secondly it evaluates the economic implications identifying real losers and gainers. Finally, conclusion has derived based on the facts highlighted at the evaluation section in order to address present problem effectively.
