On 1 December 2005, Joyce Javillonar joined the Philippine Partnership for Clean Air (PCA) as its new coordinator. Just a few days into the position, Joyce together with the Clean Air Initiative for Asian Cities (CAI-Asia) Secretariat, organized the PCA Board Meeting on 5 December 2005 at the Asian Development Bank. Joyce is a member of the Firefly Brigade, a citizen's action group which promotes cycling for clean air and sustainable communities. Before she joined PCA, Joyce worked on several coastal resource management projects with World Wide Fund for Nature-Philippines, Conservation International-Philippines and the Regional Programme on Partnership in Environmental Management for the Seas of East Asia (PEMSEA).

The PCA Secretariat will be hosted by the Manila Observatory. PCA is the local CAI-Asia network in the Philippines.
