THE DEPARTMENT of Science and Technology (DoST), in cooperation with the Department of Energy (DoE), will soon create the National Research and Testing Facility for biofuels.
In a statement, the DOST's sub-agency, the Philippine Council for Industry and Energy and Research and Development (PCIERD), said the testing center would be established at the University of the Philippines' Department of Mechanical Engineering.
The center would conduct vehicular performance, fuel cost and emission reduction testing for alternative fuels such as coco-methyl esther, ethanol, compressed natural gas (CNG), or liquefied petroleum gas.
It will be equipped a chassis dynamometer and emissions analyzer and its main market will be car owners and vehicle manufacturers who may want to test various fuel options for their cars.
After the facility has been set up, an inter-agency body composed of the DOST, DoE and the Department of Industry would be created to certify biofuels and related products and equipment in the market.
The DoE and the DOST said they have been working closely to develop a national alternative fuel infrastructure, which aims to make the Philippines less dependent gasoline and diesel fuel.
Late last year, the DoE entered into an agreement with compressed natural gas distributor Synergy for a nationwide refueling network for vehicles using CNG.
The DoE had also earlier came out with a Philippine National Standards guidelines for biofuels, particularly coco-biodiesel.
