We strongly appeal for your kind assistance in filling in the attached simple questionnaire targeted at evaluating the weighting of policy considerations in formulating vehicle emission control measures.
This research study is initiated by The Hong Kong Polytechnic University and supported by the Clean Air Initiative – Asia (CAI-Asia). The results of this research will help identify critical elements in making decision on vehicle emission control measures. Statistical analysis shall be employed on the returned questionnaires. No individual identity shall be revealed. The findings will be distributed to all BAQ2006 participants and thus help exchange of experience among policy makers.
This study employs the Delphi Technique, a widely used method for gathering group consensus from a panel of knowledgeable persons. The Delphi technique assures anonymity of responses, reduces group pressure for conformity, and take less time for panelists than traditional methods of pooling opinion. As an expert in the field of vehicle emission control, your participation in this research is greatly appreciated.
