Motorcycle Emission Control in Major Cities Program International Experiences and Vietnam Conditions

Venue: Vietnam Register Office, 18 Pham Hung, My Dinh, Tu Liem, Hanoi.

Workshop objectives:
The workshop is co-organized by Vietnam Register, the Swiss – Vietnamese Clean Air Program (SVCAP), and the International Council for Clean Transportation (ICCT). This workshop will provide the opportunity for Asian and international regulators and experts to discuss with their Vietnamese counterparts their experience in developing and implementing policies to reduce emissions from motorcycles used in urban transportation. The topics of discussion will include:
- Institutional barriers to regulating in-use motorcycles in their country and how they were overcome
- Implementing a successful motorcycle certification program
- Features of inspection and maintenance programs for motorcycles
- Programs for encourage public acceptance of in-use motorcycle regulations
- In-use fuels issues
- Alternative fuels and electric motorcycles
- Retrofit technologies for 4 stroke motorcycles

Audience:
The audience for this workshop will be composed of all the stakeholders addressing in-use motorcycle emissions including policy makers and implementers. The represented agencies and organizations include: the Vietnam Register, TCVN (Vietnam’s Standards Institute), TDSI (Transport Development and Strategy Institute), Government Office, Ministry of Transport, Ministry of Natural Resource and Environment, Ministry of Industry, Traffic Police Department, Petrolimex, Ministry of Health, City representatives (Hanoi, HoChiMinh, Danang & Haiphong), Association of Bike and Motorbike Manufacturers, Motorcycles Manufacturers, Universities: Polytechnic & Transportation. Members of the press (television and print) will also be in attendance.

Workshop logistics:
The workshop languages will be Vietnamese and English, simultaneous translation will be provided. If possible please provide your presentation by Tuesday, February 23rd in order to have it translated by the workshop (send to Mr. Nguyen Hoai Anh at anhnh@vr.org.vn and Fanta Kamakaté at fanta@theicct.org). Presentation should preferably be in MS Power Point format. After the workshop, presentations will be made available on the SVCAP, Vietnam Register ,and the ICCT’s websites.
