Abstract:
Main purpose of this paper to share the experience gained in Sri Lanka during the process of planning, implementation, procuring and operation of the vehicle inspection and maintenance program. The historical mile stones of the air quality monitoring program, giving special empathies to the vehicular emission testing program considering the fact that 60% of urban air pollution are by the vehicular traffic. This paper provides the level of emission generated by the transport sector determined the specific vehicle categories and their economic productivity. It is clearly established the current level of air pollution from mobile sources, and brief past achievements in total air quality management program with clear identification of institutional barriers. The strategies adopted to overcome these barriers have evaluated with their specific out comes. This paper demonstrates the use of media and stakeholders to get social pressure to implement the vehicle inspection and maintenance program together with related policies and strategies. This paper is concluding with notable strategic actions evolve to break through the inheriting institution barriers in Sri Lanka making to work this I/M program on ground.
