Abstract:
With urbanization rapidly growing, Asian cities are increasingly being confronted with need to manage the air pollution and the congestion. At the same time, mitigation of carbon from cities is getting urgent as Intergovernmental Panel on Climate Change reports that urbanization is responsible for over 95% emissions of greenhouse gases. However, carbon management is catching low attention in Asian cities due to the lack of awareness as well as the mismatch of local and global priorities in resource constraint policy environment. In this context, this paper explores the potential opportunities and barriers for synergizing urban transport with global carbon concerns. In particular, it looks into co-benefits (energy, air pollution, congestion, cost and carbon) of various measures related to urban transport with examples from cities around Asia. It also sheds light on potential role of various actors at multiple scales and their opportunities and barriers to realize the co-benefit approach.
