Abstract:
Basing the discussion on a foundation of air quality management in the U.S., the speaker will address successes to date, focusing on the use of market-based approaches such as emissions trading to achieve substantial reductions in stationary-source emissions. As a model for air quality management, U.S. EPA has learned many lessons about the use of emissions trading that could be effectively transferred to policymakers and technical experts attending the conference, in particular from developing countries. Studies have shown that upon full implementation of EPA’s cap-and-trade program to address acid rain, environmental and health benefits in the U.S. alone will exceed $120 billion U.S. annually. The lessons learned from this program are being applied to air management programs in the U.S. and around the world.
