Abstract:
The Bangkok Diesel Retrofit Demonstration Project was launched in Bangkok, Thailand, in August 2004. The project is managed by the Thailand Pollution Control Department (PCD), with funding support from the United States Environmental Protection Agency (USEPA), and the United States Agency for International Development (USAID). PCD has supplemented project outputs with additional experience regarding the advantages of retrofitting in-use heavy duty diesel vehicles with Diesel Oxidation Catalysts (DOCs) and Diesel Particulate Filters (DPFs). Additionally, an observational program was organized by USAID in collaboration with the Hong Kong Environmental Protection Department (EPD) and the Seoul Metropolitan Government, as well as retrofit manufacturers Englehard and Johnson Matthey. Lessons learned have served to support policy and technology strategies in Bangkok. Finally, three major vehicle service organizations in Bangkok have joined the project. These organizations are 1) Bangkok Mass Transit Authority (BMTA) which operates public buses and manages private buses under its contract in Bangkok; 2) Bangkok Metropolitan Administration (BMA) which provides refuse collection services in Bangkok; and 3) Montri Transportation Co. Ltd., which operates international school buses in Bangkok. Moreover, PCD allocated its light duty diesel vehicles to join the trial. In total,, DOC devices (from Johnson Matthey and Englehard) were installed in nine-teen vehicles (five BMTA buses, five BMA trucks, five school buses, and four PCD vehicles) from September to November 2005. Emission results from PCD’s Automotive Emission Laboratory were ready at the beginning of 2006. By April 2006, PCD is planning to install DPFs in BMTA buses in Bangkok. Field testing will be completed in the next several months, with results to be disseminated in September, 2006.
