Representatives from government, academe, nongovernment organizations, private sector, and development agencies met on 29 June 2007 in New Delhi to give feedback on CAI-Asia’s plans of establishing a multisector network to promote better air quality management in India. The stakeholder meeting hosted by the Central Pollution Control Board, was participated in by senior level officials from CPCB including Chairman J. M. Mauskar and Member Secretary B. Sengupta. This meeting was the culmination of weeklong discussions with organizations in India on the establishment of the local network, tentatively called the India Clean Air Network (ICAN).
During the stakeholder meeting, Member Secretary B. Sengupta presented updates on air quality management efforts being undertaken by CPCB (see presentation below).
ICAN activities are planned in two phases: the inception phase and implementation phase. In the inception phase from September 2007 to February 2008, activities will mainly be knowledge management and design of the ICAN structure, mission and objectives, work plan, and financial plan. In addition, ICAN will also be actively involved in CAI-Asia’s regional programs which will partly be implemented in India such as the Sustainable Urban Mobility in Asia (SUMA) program and a program focusing on the Co-Benefits of Energy Management, Climate Change Mitigation, and Urban Air Quality Management (M3). The CAI-Asia Center will fund two persons based in New Delhi to form the ICAN secretariat. In the implementation phase from March 2008 to February 2011, ICAN will be formally launched and start implementing its Business Plan for 2008-2010.
