The development of an Air Quality Management (AQM) Action Plan for Ha Noi was disscussed during a workshop co-organised between the Ha Noi Department of Natural Resources, Environment and Housing (DONREH), Swiss - Vietnamese Clean Air Programme (SVCAP), and Clean Air Initiative for Asian Cities (CAI-Asia) Center in Ha Noi on 10 July 2007. The discussion was facilitated by an international consultant from CAI-Asia, Mr. Cornie Huizenga.
The environmental officers from DONREH, Center of Environmental and Natural Resources Monitoring and Analysis (CEMMA), Center of Environmental Monitoring and Database and Information (CEMDI) under VEPA/MONRE, as well as air quality and transport experts met for the first time ever to discuss the development of the AQM action plan for the city of Ha Noi. After having a common consent of concept and methodologies, and learning experiences from other cities in the region through reviewing Benchmarking Report on Urban AQM in Asian Cities, participants actively contributed with their comments on the structure as well as the milestones for the development of the Ha Noi AQM action plan.
Mr. Cornie Huizenga, Interim Executive Director of the CAI-Asia Center, who presented papers and facilitated the workshop said: "I have been visiting Ha Noi since 1991 and coming back to Ha Noi today, I can see the rapid development of the city. There are more medium- and small-size industrial enterprises operating, more buildings being constructed, more cars and motorcycles on the streets. On the other hand, Ha Noi's air quality in many places is alarming. However, working with people in this workshop, I am positive that Ha Noi will implement the action plan on air quality management successfully, thus, air quality can be improved in the years to come."
The workshop closed with a detailed working schedule aiming that the first draft of the Action Plan will be presented in the second consultation workshop with stakeholders in September 2007.
