Environmental Situation
Positive progress has been achieved in environmental protection during the tenth 5-year period(2000-2005), however the situation remains rather serious. The targets for tenth 5-year environmental protection plan were not reached, SO2 emission increased by 27.8% by 2005, COD total discharge only reduced by 2.1%, despite 10% reduction of total discharge of SO2 and COD were set as targets. Only 60% of the pollution prevention projects of the three rivers (Huai River, Hai river, Liao river) and the three lakes (Tai lake, Chao lake, Dian lake) have been implemented. Total emission amount has outdistanced the environmental capacity, causing severe environmental problems: 26% of surface water sections under the national monitoring programme are worse than Grade V of the national standard, 62% of water sections failed to meet Grade III standard; 90% of the stream segments through the cities are polluted in different levels; 75% of the lakes experienced eutrophication; 30% of the centralized water sources in key cities failed to meet Grade III standard. 46% of the cities above prefecture level failed to meet the Grade II of national air quality standard, and experienced an increase in number of haze days; acid rain pollution situation appeared unaffected by mitigation.
