Ha Noi municipality is to get tough on vendors and motorbike parks that illegally block pavements from July 1.

People’s Committee Decision No 20 said pavements and roads must be kept free for pedestrians and vehicles, unless official permission from the city authority had been obtained.

Under the decision, the Transport and Public Works Department will be responsible for maintaining the city’s pavements and for enforcing the decision.

Towards the end of 2006, responsibility for managing the capital’s pavements and roads fell to local district People’s Committees. However, they have been criticised for allowing pavement cafes and motorbike parks to proliferate unchecked.
