| Pilot projects started in Phase 1 of CAI-Asia will be continued (PAPA, DIESEL, PSUTA). Fund raising will be conducted to start up additional pilot programs in priority areas (Poverty and Air Pollution, Emission Inventories and Source Apportionment, Stationary Sources). Now that several of the pilot projects are well underway and starting to produce results special attention will be given to ensure the linkage between pilot programs and other components of the Business Plan such as knowledge management, capacity building, regional dialogues, air quality strategies and workshops. |

Public Health and Air Pollution in Asia (PAPA) is a CAI-Asia Initiative implemented through HEI to build better understanding of the effects of air pollution on health in Asia. The project will entail a critical review and understandable synthesis of all of the existing studies of air pollution and health in Asia, identification of representative cities in which to conduct new high quality studies over the next four years and capacity building to enhance the ability of local scientists to conduct health studies that are of direct use in the decision making process in the future. Air Pollution, Poverty and Health Project (APPH) is a CAI-Asia Pilot Project which will be co-funded by Asian Development Bank and Health Effects Institute to develop a conceptual framework of the linkages between urban air pollution and poverty in the Asian context, the coping mechanisms of the poor, and air quality management (AQM) policy mechanism, which can target poor people. In Bangkok, it is estimated that diesel vehicles, while comprising less than 10% of the vehicle fleet, contribute 89% of emissions of PM10 from vehicles. The overall objective of this program is to develop a better understanding of the factors that influence vehicular emissions and to propose cost-effective control options in the context of the political economy of developing countries.
