Vietnam Clean Air Partnership (VCAP)

The Vietnam Clean Air Partnership (VCAP) was established on March 2006 under the Decision of the President of Vietnam Association for Conservation of Nature and Environment (VACNE). VCAP performs its mission as a socio-professional association within VACNE and at the same time as a local network of CAI-Asia. VCAP membership includes experts and associations voluntarily participating in air quality protection activities in Vietnam.

VCAP's mission is to gather and mobilize individuals and social organizations in Vietnam to participate in activities serving the improvement of air quality to protect community health and contribute to the sustainable development of the country, the region, and world-wide.

The section below states the efforts which have been accomplished by VCAP in 2007 towards achieving its specific objectives.

Organizational Development

The following activities were accomplished in 2007:

  • Strengthening the presence of the Vietnamese AQM network;
  • Strengthening VCAP’s performance in terms of keeping archives, administration, financial management and in terms of internal and external communication;
  • Promoting relationships with other partners such as the Vietnam Environment Protection Agency (VEPA), the Department of Environment and UNEP;
  • Organizing regular meetings of the VCAP Standing Committee and the annual meeting of VCAP Executive Board (EB)
  • Establishing 2 focal points for activities in the Middle and South Vietnam;
  • To admit 6 individual members to the Network

Knowledge Management

The key activities undertaken in 2007 were:

  • Contributing around 30 news articles to the CAI-Asia Website
  • Starting the VCAP E-Newsletter;
  • Participating in the CAI-Asia Listserv;
  • Participating in compilation of the CAI-Asia Compendium 2007 on organizations, projects, and training courses on AQM and EST

Capacity Building

In the area of capacity building, the following activities were undertaken in 2007:

  • Members of VCAP EB participated in a number of workshops, conferences, and training courses in-country and abroad on environment, air quality, and transportation management;
  • SVCAP support in providing space, conditions and salary for a VCAP coordinator and executive officer

Policy Dialogue and Networking

Organizing workshops:

  • Co-organizing a workshop to support the Vietnam Environment Protection Agency (VEPA) in indicating urgent issues on the environment and air quality in Vietnam;
  • Co-organizing a 2007 forum on AQM in Vietnam

Participating in development of projects, reports:

  • Participating in the development of the Environmental Sustainable Transport Project executed by DOE, MONRE;
  • Participating in and giving consultation to the elaboration of the Vietnam State of Air Quality Report 2007;
  • Supporting and coordinating with SVCAP in developing an AQM Comprehensive Program for Hanoi

Experts reviewing:

  • Reviewing and commenting on the draft of the Governmental Decree on environmental protection fee on gas emissions;
  • Giving consultation to the Ministry of Transport (MOT) on implementing the Gov. Program 23 on improving air quality towards 2020;
  • Giving consultancy to the draft of the Emission Control Program for Vehicles Operating in Major Cities (in cooperation with SVCAP)

Implementation and Investments

The VCAP contributed significantly to the draft of the "governmental decree on environmental protection fee on gas emissions"

Introduction The Work Plan for 2008 summarized below describes how VCAP aims to effectively achieve CAI-Asia Center’s goals and objectives in the local perspective.

Organizational Development

The following organizational development activities are to be undertaken in 2008

  • Continuing to strengthen the VCAP office activities;
  • Promoting activities of 2 focal points in the Middle and South Vietnam;
  • Enhancing VCAP membership, particularly to private and industrial sectors

Knowledge Management

The following knowledge management activities are to be undertaken in 2008:

  • Increasing the number of news articles provided to the CAI-Asia website and VCAP E-Newsletter;
  • Participating in relevant CAI-Asia information sharing activities;
  • Establishing of VCAP page in VACNE website; regularly providing this page with news and encouraging VCAP members to participate in exchanging information within this local forum

Capacity Building

The following capacity building activities are planned for 2008:

  • Organizing, co-organizing several training courses on AQM;
  • Developing the project on capacity building for VCAP; to cooperate with CAI-Asia Center in finding a sponsor for this project

Policy Dialogue and Networking

The following activities are planned for 2008:

  • Organizing 2008 Forum on AQM in Vietnam;
  • Participating in the development and giving consultancy to Vietnam Clean Air Act;
  • Continuing in giving consultancy to AQM activities of all levels

Implementation and Investments

The following tasks are planned for 2008:

  • Project of VCAP capacity building
  • Project to support the development of Vietnam Clean Air Act
  • Project on establishing and maintaining a national information exchanging forum (local listserv) in the form of VCAP page in VACNE website
  • Seeking opportunities to gain some projects from state agencies or international organizations in order to acquire sources for VCAP activities
