Governance (CAI-Asia Partnership)

The CAI-Asia Partnership Operating Guidelines provide information to the members of the Partnership on the governance framework, operating arrangements and mechanisms, its operating principles.

The CAI-Asia Partnership will be overseen by the Partnership Council, which like the partnership itself, will be multi-sectoral and will cover the main three sub-regions of Asia: East Asia, South-East Asia, and South Asia. It shall be principally responsible for preparing and facilitating the biennial Partnership meeting with support from the CAI-Asia Center. The Partnership Council is in the process of being set up.

The Partnership Council will be composed of 15 members that are representative of the 5 membership groupings (i) city government, (ii) national government, (iii) NGO and Academia, (iv) business sector and (v) international development agencies in the CAI-Asia Partnership.

The Partnership Council will prepare and facilitate the biennial Partnership meeting with support from the CAI-Asia Center. It also regulates the admission of new members to the Partnership, and it develops and periodically updates the Partnership strategy for strengthening urban AQM in Asia.

The Partnership Council will select from among its members the officers of the CAI-Asia Partnership. This group will be known as the CAI-Asia Partnership Coordination Committee. The Partnership Committee will be responsible for administering the Partnership on a day to day basis.

The officers in the Partnership Coordinating Committee will select from among themselves a Chairperson and a Deputy Chairperson who will come from the city government, national government or civil society/academe sectors.

The CAI-Asia General Assembly at the December 2006 meeting in Yogyakarta, Indonesia decided that pending the election of the first Partnership Council, oversight will be exercised by the CAI-Asia Executive Council assisted by a Technical Working Group. It is expected that the first meeting of the Partnership Council will be conducted in Manila, Philippines in 23 July 2007.
