The Initiative in Sub-Saharan Africa, which is part of the global World Bank Clean Air Initiative, began in 1998 with the core partnership of the Norwegian and the Belgian Agencies for Development Cooperation. From 2001 to 2002, the Energy Sector Management Assistance Program (ESMAP) has also greatly contributed to the Initiative. Currently, both the Belgian Development Cooperation (DGDC) and the Europe-Aid Co-operation Office of the European Commission (EC) are contributing to the Initiative.
