In Dakar, most motorized trips (86 percent) are made on medium-to-high capacity buses, called cars rapides, owned by the private sector. About 70 percent of vehicles are more than 10 years old, with emission levels about twice as high as those less than 10 years old; diesel fuel is used by 90 percent of buses and 33 percent of personal vehicles. It was determined that vehicle age (rather than vehicle type) and fuel related measures must be the focus of action to reduce pollution. - Case study: Urban Air Quality in Cotonou <Anglais >

On June 26-28, 2001 a regional conference was held in Dakar, Senegal, on the
subject of phasing-out leaded gasoline in sub-Saharan Africa. This conference, organized
by the World Bank in the framework of the Clean Air Initiative in sub-Saharan Africa,
was attended by delegates from 25 countries. One of the major output of the Dakar
conference was a unanimous agreement to eliminate lead from gasoline as soon as

The Municipal Development Program (MDP) was launched in 1991 with the Bank as the executing agency and with the support of several donors to assist governments in precisely this regard.
