SETTING UP AN INSPECTION AND MAINTENANCE CENTER WITH PRIVATE-PUBLIC PARTNERSHIP IN INDIA

ABSTRACT

Automobile pollution and road safety are two aspects to be viewed seriously. In order to address this important aspect, it is proposed that inspection and maintenance centers be set up for conducting various tests on on-road vehicles and by issuing certificate of fitness to run them. The present PUC center based approach is open to several misuses and loopholes which do not contribute to meaningful pollution control. While much is done in controlling pollution & fitness of new vehicles when they get on the road there is no effective way to control them while they are in-use. The older vehicles go virtually scot-free. Improper legislative support from Government and insufficient supervision machinery and bureaucratic methods make it impossible to get any meaningful result. The advantages of I & C center can be many such as to identify gross polluters and gross violators. Full tractability of test results can be ensured which helps to establish that the process is temper proof. This will enhance user’s awareness of motor vehicle safety and pollution. The suggestion for private-public participation is be based on assumptions such as Government is required to put up the right legislation / law to ensure that the I & C center would be able to work to achieve the desired objectives. It is not the direct function of the government (or its officers) to run the services on day to day basis. In addition to this, the services may need regular follow up/ feedback from respective vehicle manufacturers, which can be co ordinated effectively by the private company rather than by government officers. Also the project requires high quality technical inputs & to be upgraded at regular intervals. Thus for effective implementation & follow up, private participation would be more effective. The project will achieve credibility faster if private participation is allowed. It is often found that there is major reluctance in people in general to interact with government officials. Higher financial involvement as well as customization of process which is easily possible thru private support. The proposed I & C facility should offer counseling & diagnosis for the failed vehicle, have the technical competency to attend all types of vehicle & run the test accurately in addition to stringent equipment standards, trained and quality manpower & last but most important - commercial feasibility. The financial details on the basis of information available indicates that with latest technology & machines we can churn out more cars & in turn built volumes which is key to the success to this concept. Private – Public partnership would thus play a major role in establishing the I & M center & growth of this crucial sector which can be emulated every where in India subsequently.
