EFFECT ASSESSMENT OF BLUE SKY ACTION IN TIANJIN, CHINA

ABSTRACT

Tianjin is the third largest city in China and was one of most polluted cities in china as its highly developed industries and high density of population. Blue Sky Action Plan has been implemented since 2001 in Tianjin. The series measures have been taken to reduce dust and SO2 pollution from coal burning and civil constructions and to realize the targets of air quality to the national standards and number of days of class II above 80% by 2004. The studies include: air pollutant inventory and database set up, in which dust from open sources of construction sites estimated; air quality simulation and forecasting system set up by using Source Strength Inversed Model: and contributions of different sources to air quality are analyzed as well. The studies provide technical support for the implementation of Blue Sky Action Plan. The primary studies showed that dust and SO2 pollution will be significantly improved after Blue Sky Action even in condition of amount of coal consumption keeping increased, because most lower emissions pollution was eliminated and central heating system was enhanced. The dust from open sources of construction sites become major contribution to PM10 significantly and PM10 could not reach the national standard by 2004 if no further measures are adopted.
