The Air Pollution, Poverty and Health Effects (APPH) project is a CAI-Asia pilot project co-funded by Asian Development Bank and Health Effects Institute (HEI) to develop a conceptual framework of the linkages between urban air pollution and poverty in the Asian context, the coping mechanisms of the poor, and air quality management (AQM) policy mechanism, which can target poor people.
Although there is evidence from research studies in the United States, Europe and Latin America that economic deprivation increases the magnitude of air pollution-related morbidity and mortality, there currently is none on Asia. This project will focus on the conduct of a case study in Ho Chi Minh City, Viet Nam that will hopefully result in a methodology that can also be used for other Asian cities.
Main components:
- Study of the impact of air pollution on respiratory health of children in HCMC
- Household Survey
- Exposure assessment to multiple sources of air pollution
- Baseline health survey
- Survey of perceptions and economic costs
- Policy Implications and Awareness Raising
Capacity-building activities will be conducted in all these three main components to enable local scientists to adapt the methodology for other Asian cities. APPH will be part of the Public Health and Air Pollution for Asia Program (PAPA), which is implemented by HEI on behalf of CAI-Asia.

- Compare the magnitude of the effect of air pollution on poor children vs. other children

- Scientific and technical capacity building of Asian investigators
APPH is cofinanced by ADB, Health Effects Institute and the Government of Viet Nam. The ADB component of the project will be financed on a grant basis by the Poverty Reduction Cooperation Fund (PRF) administered by ADB while
HEI and the Government are contributing $200,000 and $150,000 toward the TA's total cost of $950,000.
